PR campaign to promote helmets

The Tyrol region of Austria is trying to get people to wear a helmet this winter. Not by compulsion but by persuasion.
Whether or not to wear a helmet has been in the news much lately.
A number of high profile accidents last winter including the one involving Natasha Richardson and the German politician, Dietter Althaus, provoked the debate.
In both upper and lower Austria it is now compulsory for children under 15 to wear a ski helmet, but for adults it is their own choice.
Some politicians wanted to make it compulsory.
The Tyrol Social Democratic Party was in favour of legislation but its coalition partners were not and so it would have been difficult to get it on the statute books.
Instead there is to be an advertising and marketing campaign.
A recent poll showed that around 50% of skiers and snowboarders wore a helmet in the Tyrol.
